'Sweet game'
Mary Prior KC, presenting evidence, described the defendant's actions to the judicial body.
She explained his victims were children from difficult backgrounds who were staying at a youth camp which he managed.
The man conducted a "sweet game" with the children, the legal counsel stated, in which he would go into the sleeping quarters when they were settling down and tell them to consume candy "as fast as possible".
She informed the proceedings the man had engaged in this activity with the children "over an extended period", and children had earlier experienced illness the following morning.
She explained the defendant had been successful in rationalizing this over a long period as the children being "overwrought by enjoyment", until his family member had worries in recently.
The prosecutor continued: "Recently" his stepson had concerns about the activities, for good reason.
"They chose" to examine in the man's possessions."
The legal counsel said materials including infant oil, ointment and syringes were discovered, and his stepson alerted the police about his worries.
She stated the defendant proceeded to play the "sweet game" with six boys that night - that Saturday - and they were all sick the subsequent day.
"Law enforcement" had not gone out by that time," she continued.
The oversight body, the police conduct office, had stated that it was examining the police response of the situation.
Mrs Prior explained the children were having difficulty walking due to their condition, so Ruben's stepson notified the law enforcement once more.
She explained the defendant then played the "candy game" in a room of five minors.
